Right to Life

What does "separation of church and state" mean to you?

The original 13 states agreed to ratify the Constitution provided a subsequent Bill of Rights would be adopted which would protect the people from the power of the federal government. The First Amendment thereafter provided that the Government could not pass any law that would create an official church in our country nor interfere with the citizens' right to worship as they please. However, it does not preclude federal assistance for church schools provided the aid is for secular purposes and does not enhance religious doctrine. Nor does it in any way eliminate an elected official's internal right to pray about any decision he may make in his governmental position.


It is the government’s responsibility to ensure everyone has health insurance.


How would you promote healthcare coverage that is adequate, affordable and accessible for all?

I have significant experience in the health care field having served as General Counsel and Board Chairman of the Grove City Medical Center for the past 35 years. i have also served on the UPMC Board and now serve on the Allegheny Health Network Board of Directors. I have learned that a single payor health care plan would ultimately result in the collapse of our health care system as our hospitals and physicians could not survive being dependent upon a monopolistic, government and taxpayer funded system of payments. We will need a blended funding system of commercial insurance with Medicare and Medicaid support. We should also offer tax incentives to the private sector to encourage employer funded health insurance plans and individual health care accounts.

The only immigrants who should be allowed into the United States are those people who have complied with the law. No one is above the law including immigrants. If the first act of a person is to enter our country illegally, the person should be deported and not allowed to enter our country thereafter. We are a nation of laws which all people in this country must respect. Otherwise, anarchy and chaos will follow thereafter if we allow people to choose which laws they will obey.

Briefly describe your spiritual beliefs and values.

Committed Christian who believes that Jesus Christ is my Lord and Savior. I attempt to live a Christian life, serve my God and be of service to my fellow men and women. I have also served as an Elder and Sunday School teacher in my church.


When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

I have served as Grove City Republican Party Chairman and as Mercer County Assistant District Attorney and Special Prosecutor. I believe in the rule of law, that no person is above the law and have sought to hold those accountable who have violated the law. I have also served as General Counsel and Instructor at Grove City College, a Christian school that refuses any government aid because it places excess regulations on institutions of faith. I have pledged to take no pay raises nor pension benefits if I am elected because I believe an elected official should set the example of public service and not seek profit from the position. I believe that pensions for elected officials only promote career politicians which have been extremely detrimental to our nation and our political system.

What education or experience qualifies you to hold the office for which you seek election?

I graduated with honors from Westminster College and Notre Dame Law School. I have practiced law dealing with nearly every issue before the State Legislature including crime, health care, education, family law, estates, property ownership and county and local government. I have served as a prosecutor successfully prosecuting all major crimes including homicide, arson, rape, robbery, burglary, drug dealing and child abuse.I have taught law and government studies at Grove City College. I have led revitalization efforts in Grove City to revitalize the downtown area. I have led the Grove City Medical Center for the past 40 years, overseeing 400 employees and a $45 million dollar budget as Board Chairman. I believe that I have the necessary education, experience and community involvement to be a strong voice for our community in the State House.

Have you ever been convicted of a felony or been penalized for sexual misconduct? If so, please explain.


Is there anything else you would like voters to know about you?

I have been a trusted legal adviser to many government officials including serving as solicitor to the Mercer County Commissioners, the Grove City Council, Sandy Lake Borough, Slippery Rock Borough and its School System and Wolf Creek Township. I believe that I can become a trusted adviser to other members in the Pennsylvania State Legislature and become a strong and effective voice for our community on the floor of the State House.

What restrictions on gun ownership are needed to protect public safety?

Gun ownership is a constitutional right in our country. Only the most basic restrictions pertaining to those who are minors, felons or not mentally competent to possess firearms should be imposed. I have handled over 2,000 criminal prosecutions, many involving firearms. I have never thought that any crime would have been prevented if we only had one more gun law on the books. The problem is not with the gun but with the user.

Is racism a threat to domestic security in the United States? Why or why not?

The United States can meet and address any threat from any source, including racism, to its security. Our diversity can be our strength and be a beacon to the world that we are truly a land of faith, freedom and opportunity. Those who seek to divide our country by using any destructive force, including racism, will ultimately meet with defeat. Racism is present within our communities and has been particularly discussed and exploited over the past 20 years. But I am confident in the goodness and kindness of the American people and that we will effectively address and remedy this issue as we move forward together as a nation. We have no other choice but to succeed in this challenge.
