Under what circumstances should abortion be allowed?

I believe abortions should be allowed in cases of rape and where the mother's life is in danger if the pregnancy is allowed to continue.

What should the United States do to help eradicate the threat of radical Islamic terrorism?

The US should maintain its own vetting process and not rely on those of the UN or Red Cross Organizations. Otherwise, we are allowing a re-invention of the "rat line" used by Nazi fugitives to escape from Europe seeking a better live for themselves. There were "flexible" processes in place to secure a new identity and money helped. In other words, it can be summed up this way, "The Same Song, 2nd Verse"! We should reinforce the standards maintained by our society for someone to live here. When I was growing up, they use to tell us, "Ignorance of the law is no excuse"!

What in the nature of mankind caused America’s Founders to carefully define, separate, and limit powers in the Constitution?

Judge Kavanaugh gave an example of this definition during his Senate hearing when he spoke about "Federalist Paper 10, which talks about the factions in America, and explains that having the separation of powers in the federalist system dividing power in so many different ways, would help prevent a faction from gaining control of...all the power," he added. He said that article can make it hard to pass new legislation, but said it's aimed at preserving individual liberty.

Briefly describe your spiritual beliefs and values.

I believe in God and I have structured my life and life style in a fashion outlined in the Holy Bible.

When you consider your views on a wide range of issues from economic and social matters to foreign policy and immigration, which of the following best describes you overall?

If you review the previous 28 questions I believe that they outline an individual who is a "Responsible Individual". Responsible individual's are normally classified as "Conservative" because they have planned their life well, their debt is not out of control, they have a positive monthly cash flow, and do not blame other individuals or entities for their current situation (what ever that may be). The key to developing a prosperous life, is to learn to make quality decisions, build on those decisions with more quality decisions and continue the process throughout your life. So, by our current society's definition (which may change at some point), I am a Conservative.

How would you promote healthcare coverage that is adequate, affordable and accessible for all?

The only way for any Government to accomplish this question as it is worded is to "Get Out Of The Way"! I would encourage the Government to finally admit and announce to its citizens that this is not an issue that we can manage and we are getting out of this business! Right now, the Government can not even manage the VA system which is a much smaller system that the one that would have to be created by the US Government to manage as outlined in this question. England tried this and it has gotten so bad that Prime Minister Teresa May is now making her "Apology Tour" throughout England saying they can not manage this issue and they have to change the system. But this is not being reported on the evening news. What I would propose is to have the family/individuals pay their monthly premiums (med, dent, vet)allow those premiums and non-policy covered expenses to be subtracted from you gross annual salary just like your 401K/403B thus lowering your tax rate.

What role should government play in boosting the economy?

It appears to me, that almost all the Governments throughout the world have attempted to boost their economies by creating debt under the auspices of doing something good. However, it appears as though the only real result, is that they have increased their debt levels, created many economic "bubbles" and are now saying that they have created an unmanageable monster. If that is the case, what happens when the house of cards comes down, how are people going to live or survive? Our middle class has been virtually destroyed and the gap between the have and have-nots is so wide it will destroy our country. The only thing I can advise people is to pay down your debts and financially minimize yourself from the possibilities future calamities. There are pundits who say the next calamity will be worse than the 2008 financial panic. I find it interesting that the term debt is Latin for "Financial Death". I do not know if or when one will happen, but paying down your debt will never hurt.

What changes should be made to the tax code?

There are so many issues with the tax code, that the answer could be as simple as pick a topic and start there! The tax code is a very sad state of affairs! One of my biggest pet peeves is why, are people not allowed to take their medical premiums (and medical expenses not covered by those policies) as a dollar for dollar deduction from their gross pay? These are direct expenses that come out of earned income so why not? It is not like people really had the choice to spend these monies else where. In addition, I would also include dental and veterinary expenses (non-commercial) as deductible expenses against their gross income.

What is the best way to bring down unemployment?

The best way to bring employment down is to bring manufacturing plants back to the US. Example: There is no reason why we should import lightbulbs from China that were sub-contracted to Vietnam, Indonesia, etc. (because their labor is cheaper), then sent to China, repackaged, (as though all the work was done in China), then shipped to a US port (where a tariff is imposed), to be transferred to the rail system, delivered to a rail head and then transferred to trucks for delivery to stores. Maybe this is why people are force to pay about $15.00 for a package of 2 lightbulbs. This is insanity!! There are not savings built into this system!! All these charges now become a fixed cost when purchasing an item. Returning manufacturing activities to the United States will put people back to work, lower prices on items, and create stability within our society. This is a WIN, WIN, WIN situation for everyone!!

How would you guarantee Social Security benefits for future generations?

Originally the Social Security system was designed as a supplemental retirement program but over the years became the primary retirement program for many people. The original program was developed such that an individual had to have 40 quarters of work to qualify for an annuity, the Government would charge the employee 50% and the Government would match their 50% per pay period. In addition, the monies were not allowed to be listed on the Congressional General Ledger Sheet, but were indexed to a line item eg. Social Security to prevent Congress from spending those funds in any way they wish. Well over the past 20+ years, things have changed,the quarterly requirement was changed to a point system (one pay check within a quarter would earn you that point not 13 pay checks),and all the funds are now posted to and spent from the Congressional Ledger and IOUs from the Government matching portion and the employee portion are electronically posted in Social Security. Revision is necessary!

What education or experience qualifies you to hold the office for which you seek election?

There is no formal academic program for politicians or political office, but in my life I have worked in National and International positions (West Germany and S.H.A.P.E. Belgium), Hawaii (Pacific Command), and U.S. Army General Staff (Office of the Surgeon General, Medical Logistics and Procurement). Not to mention my Hospital Administration experience throughout the DoD Health Care System (Troop Medical Clinics to Medical Centers). All these positions have required me to work though critical issues almost daily. In order to be successful in these positions, I had to engage the issues, work with people on many organization levels, to bring issues to closure and not to "drop the ball". I will apply all my talents to be successful for the constituents of the 3rd Congressional District of Maryland.

As an additional comment, I would like to address character. In my life I have never hurt anyone, been arrested or accused of any illegal activities, and I have never been sued (or made a settlement). I have saved the lives of approximately 10 individuals (military and civilian) and have constructed a life style that stays on the correct side of the law. Unlike the deplorable non-approving/non-supportive political display the world witnessed during the 2018 State of the Union Address, I will always stand for our First Responders and our Military, our Country and God!! This is a mighty triumphant we must respect and support 24/7 and not only after a gunman kills 5 people in Anne Arundel County, Maryland! These types of actions are those of a hypocrite and not a principled individual. Thank you for our time and attention.
