Disagreed with the Ohio Supreme Court's decision in DuBose v. McGuffey. Hawkins wrote, “Issue 1 is a constitutional amendment that will effectively overrule the DuBose decision and restore the common-sense notion that judges should consider public safety when setting the amount of bail in a case. This proposed amendment is nothing radical – it simply takes us back to where we were before.”  Source available behind paywall.

In 2024 video Judge Hawkins' states it is importance for judge to practice judicial restrain. he said, "Judges are not suppose to make law or policy, that is up to legislate. A judge is suppose to figure out what the law is and apply it to the facts."
